Historically recognized as a carmaker in the American market, Saab is mainly a global defense and security enterprise. The company’s decision to move forward with this project has been motivated by increasing international conflicts and its recent inclusion into NATO.
As a result, Saab has seen a surge in its defense business with a mounting need to upscale its armament production.

Plant Characteristics and Local Incentives

The future plant will specialize in the production of the company’s Ground-Launched Small Diameter Bomb system and shoulder-launched munitions. To aid Saab’s endeavor, the Michigan Strategic Fund board has approved a $3.5 million grant, a 15-year state essential services tax exemption, and a state education tax abatement.

Local Support and Opposition

The project has mustered significant support from local government and economic development organizations. They anticipate that the facility’s wages will contribute to the economy and retain local talent, offering a robust alternative to leaving the area in pursuit of lucrative jobs.
However, echoing past local protests over the expansion of the Camp Grayling Joint Maneuver Training Center, the project also faces opposition on environmental concerns, specifically over potential PFAS pollution from Defense operations.

Environmental Concerns

In 2017, high levels of PFAS, a harmful chemical, were discovered in the vicinity of the Camp Grayling and the area’s drinking water wells, stirring public unrest. Although Saab has publicly stated their non-usage of PFAS and an environmental appraisal is intended for the site acquisition, opponents contend that the area could attract other defense contractors and exacerbate existing environmental issues.

In spite of these concerns, other local officials see the potential benefits outweighing the environmental apprehensions. They particularly value the opportunity for the region’s young population to sustain themselves without leaving the area.
