Now, this order has evolved into a preliminary injunction, ensuring that the funds will continue to flow while the legal battles unfold.

Lopez highlighted that there’s a strong court order in place, clearly stating that FEMA should not freeze or block the disbursement of essential funds to Hawaii and the other states involved in the lawsuit. The delay in funding has already started to impact local services significantly.

The Hawaii Department of Human Services has a key program known as the Disaster Case Management Program (DCMP) that assists wildfire survivors. This program relies heavily on FEMA funding and risks shutting down if the funds aren’t released by April 4. The DCMP is currently managing 1,729 active cases, providing support to over 4,431 individuals—making the need for these funds all the more urgent.

Traditionally, Hawaii would receive FEMA reimbursement in about a week, but now the waiting period has stretched to nearly 30 days due to a recent policy change. The state can only maintain a maximum of three business days’ worth of cash on hand for these essential funds, which is quite alarming given the current situation.

If funding is not received by March 31, Hawaii may face the grim reality of halting the operations of the DCMP. A representative from the Department of Human Services emphasized that these delays are jeopardizing essential support for thousands of wildfire survivors. The stakes couldn’t be higher.

The Bigger Picture with FEMA

There’s also been much discussion about FEMA’s future direction, with President Trump pondering a reorganization or even abolition of the agency to grant states enhanced control over disaster management.
