The discussions pinpointed three key areas that will help guide initiatives aimed at supporting the homeless population. To combat the ongoing homelessness issue, the city plans to allocate a whopping $450,000 from the interest accrued on COVID-19 relief funding. This funding aims to address immediate needs while laying the groundwork for long-term solutions. Among the proposed allocations are approximately $150,000 earmarked for case managers at Humility Homes and Services, an approach that scratches beneath the surface to help clients navigate their situations rather than just funding shelter operations.

Funding Breakdown and Reaching Out

City Administrator Doug Maxeiner highlighted the necessity of creating a coordinated approach to break the cycle of homelessness. The planned allocations include around $200,000 to extend the hours of a co-response program between the Davenport Police Department and Vera French, while another $100,000 will support Vera French’s Carol Village Gardens initiative. Moreover, an additional $20,000 is being considered for Project NOW to support their temporary shelter located in Rock Island, which currently provides 37 beds for un-housed individuals and families, with nearly half of those beds occupied by Iowa residents.

Interestingly, the city received approximately $3.27 million from the American Rescue Plan Act, which has already been partially allocated to various local projects. This includes $1.165 million dedicated to renovating the Junior Theatre’s temporary location and $60,000 for after-school programs run by a local nonprofit.

Addressing the Realities of Homelessness

City staff recently engaged in conversations with representatives from various local services to identify gaps in the assistance available to homeless individuals. For the past five months, addressing homelessness has been a focal point of discussion within city administration. Reports indicate that case managers are facing overload, struggling with issues such as helping clients obtain necessary identification documents and challenges surrounding transportation.

During a recent point-in-time count, approximately 550 individuals were recorded as sleeping outdoors or on the streets within the Quad-Cities area, marking a concerning trend. The leader of Humility Homes & Services noted that this is the highest number of unsheltered individuals they have seen in 15 to 20 years of experience.

Case management services play a critical role in assisting individuals in connecting to essential resources and replacing lost identification documents. In an effort to support this, the Davenport Community School District, alongside the Salvation Army, is organizing an event to help individuals obtain vital documents required for accessing services.

Despite the focus on immediate solutions, the overall housing landscape is concerning. A recent survey revealed that only 33.9% of renters feel they will ever have the opportunity to own a home in the future, emphasizing the wide-reaching impact of homelessness and housing insecurity.
